FIELDSBORO, NJ — October 26, 2025, Council President and Democratic Mayoral Candidate Dr. John J. Errigo III is raising serious concerns about ongoing financial mismanagement and the Borough’s repeated reliance on unnecessary borrowing, despite having sufficient surplus funds.
“An emergency Council meeting was called this past week to authorize a $59,500 bond anticipation note,” Dr. Errigo said. “I voted no because Fieldsboro already had enough surplus to cover the balance without taking new engineering debt. And we could have used another lawful means to pay off this debt besides using a BAN to avoid default. Scare tactics about a potential ‘default’ were misleading, what’s truly missing is transparency and accountability.”
Dr. Errigo has consistently pushed for the Borough to implement the state-required encumbrance financial software, we chose Edmunds financial software, which was approved by Council in January 2025 but delayed for 6 months after Borough officials refused to pay the vendor until after May 20th. “This delay directly hindered our ability to meet state audit requirements,” Errigo explained. “The Borough has been under review by the Division of Local Government Services (DLGS) since September 2025, and implementing Edmunds is essential to bringing long-overdue fiscal safeguards.”
Errigo also highlighted the lack of transparency regarding Borough surplus funds—reportedly over $73,000 beyond the disclosed balance and the disproportionate amount of money being spent on engineering fees. “We’ve been spending an exorbitant share of our budget on engineering, sometimes more than a quarter of the entire annual budget,” he noted. “Instead of seeking grants or managing funds responsibly, we keep borrowing more money for vague engineering costs.”
Dr. Errigo further highlighted that the Borough missed opportunities for free grant funding through programs like New Jersey Future, which could have supported sewer system improvements without resorting to loans. “It’s unacceptable to ignore grant opportunities and instead take out a $1.5 million loan,” he said. “Residents deserve responsible, forward-thinking financial management—not a cycle of borrowing and mismanagement.”
He reaffirmed his commitment to ensuring taxpayer dollars are spent wisely: “Residents deserve a government that knows when its bills are due,” said Council President Dr. John J. Errigo III. “This was a preventable problem, and it is exactly why I have been calling for stronger financial controls and greater transparency. Fieldsboro cannot keep operating on last-minute fixes. We need structure, accountability, and leadership that pays attention.” We cannot afford to go back the status quo of the current mayoral leadership in our local governance.
Dr. Errigo further outlined his commitment regarding better fiscal management if elected as Mayor of Fieldsboro: “I will continue to fight for fiscal responsibility, transparency, and modern financial controls. Fieldsboro can, and must—operate with honesty, accountability, and smarter spending that truly serves residents.”
